Turkey's Integration to Research Networks and Research Networks’ Effects on Scientific Studies: The Case of METU

Abstract

The literature on research and development (R&D), economic development and policy design suggest that understanding dynamics of research processes, i.e. “science of science” is crucial in shaping efficient policies. As Wagner has indicated, “modern science is intensely social” and collaboration is good a way to provide necessary resources including physical capital, knowledge, and capabilities. In line with that, increasing role of research networks and globalization of science are among the recent tendencies in the science of science. Countries are also promoting “internationalization” of their scientific systems.
As such, this study aims to answer how Turkey’s integration with research networks should be structured considering Turkey’s recent targets related to scientific productivity. In this respect, using mixed methods approach —combination of bibliometric assessment and interviews— we provide an overview of Turkey’s integration to research networks, factors affecting network choices, and an evaluation of the effects of networks on research in the case of Middle East Technical University (METU). Preliminary findings indicate that educational background of researchers and attendance to international conferences are important channels for networks access; infrastructure, capabilities of the partners and funding channels are critical factors for network preferences. Furthermore, improvements can be made on a wide range of issues including funding, recruitment, promotion, and staff policies of the universities.
